Utah incorporated West Valley City in 1980, but Native Americans had settled in the region hundreds of years before the arrival of the Europeans. The first pioneers to settle in the western region of Salt Lake Valley were Joseph and Susanna Harker’s family. More families followed in 1849, resulting in the establishment of a larger community. These families developed into farming communities that evolved into suburbs in the late 19th century. Communities in the region started to develop the area, and by 1900, the families had built schools, churches, and mills. The 20th century brought growth and development due to roads, automobiles, and an interurban rail line in 1918. After World War II, the residents provided culinary water and modern sewer services, which attracted the development of neighborhoods. Farms started to disappear due to suburban encroachment with new subdivisions and the residential boom. Residents faced many problems in the mid-1900s because of challenges such as incorporation failure in 1978. West Valley City also lacked funds to support the city operations. Interestingly, the first city mayor, Hank Price, and city commissioners used cash from their pockets to pay for gas for police cars. Despite the challenges, the city prevailed to become the second-largest in Utah.
