Formerly under Fredericks County, which was a vast county. Thomas S. Wootton, a member of the Maryland Constitutional Convention, thought splitting the large Frederick County into three would result in effective leadership. Residents of southern Frederick County backed his idea due to their grievances with the distance of the FrederickTown courthouse to their homes. The Travel cost was perceived as too expensive and it was also time-consuming.
After initial denial and opposition from several members of the Maryland Continental Convention, Wootton's suggestion to split the county was accepted. The acceptance led to the creation of Montgomery County and Washington County in 1776.

Wootten suggested the county be named after General George Washington, a well-known leader of the Continental Army during the American Revolutionary War. Montgomery had died eight months earlier when he led an ultimately unsuccessful invasion of the Province of Quebec.
