Joshua Pilcher founded Bellevue as a trading post for the Missouri Fur Company, but Lucien Fontanelle became the owner and first permanent resident due to financial issues. Bellevue was the oldest city in the Nebraska Territory, and the new territorial governor, Francis Burt, had already moved there, but he died soon after. The next governor chose Omaha instead. Offutt Air Force Base, home of the US Strategic Command, was built south of Bellevue in 1921. Their planes dropped the atomic bombs on Hiroshima and Nagasaki.
